Sure Lobdell made Black Mask awesome but as I previously stated I don't think Roman was supposed to be the BM he was writing. Because the character acted differently than Lobdell wrote.
Roman Sionis was the guy that was literally dropped on his head as a baby and his mom decided they should cover up the embarrassment rather than sue the doctor. He hated his parents for being phonies and making him become friends with Bruce Wayne. Roman was bitten by a raccoon, had to get a shot for rabies and wore a raccoon mask to Bruce's costumed ball as an adult. His obsession with masks is partially because of that raccoon and the cartoon with a raccoon his parents made him see. Seriously.
The guy murdered his parents after they told him they refused to let him be with his girlfriend. Then he ran their make up business into the ground with products no one (besides maybe the Joker) would want. His make up was designed so you had to keep wearing it or be horribly disfigured. Roman used it on his girlfriend. He was never built up to be a rogue like Two-Face or Joker.
